A secretary to Chief Cabinet Secretary Hoshino visits the financial tycoon Ishihara to borrow 200 million yen, but Ishihara immediately refuses. Ishihara then instructs newspaper reporter Furugaki to investigate the Chief Cabinet Secretary. After uncovering corruption within the current government, Ishihara attempts to expose it, but is betrayed and murdered by Kamiya.

The film is an adaptation of Tatsuzo Ishikawa’s 1966 novel of the same title. A political drama reconstructed from the political climate of 1960s Japan and inspired by real historical figures, it features Tatsuya Nakadai as Chief Cabinet Secretary Hoshino and Rentaro Mikuni as the opposing Diet member Kamiya, delivering powerful and tension-filled performances.
