Turtle, who is the leader of beggars living under the Cheong-gye Bridge, loves the second mistress of Han, Madame Hwang-ju. Turtle, who never mind doing anything for her, saves Han's son Chang-ho who is chased by Japanese policemen. In the process, Turtle kills a Japanese officer and he goes to prison. By the time Turtle comes out of prison, the bridge was occupied by the crippled. A fight between the beggars and the crippled arises. Being wounded in the battle, Turtle dies in the arms of Hwang-ju.
