Special agent Myeong-ryeol, code name X-7, is dispatched to Hong Kong after intelligence surfaces that the royal crime syndicate in Hong Kong is being used to smuggle gold bars intended to fund North Korea’s espionage operations against the South. During his mission, Myeong-ryeol encounters a beautiful woman named Hong-ran, who offers to hand over secret North Korean documents in exchange for fifty thousand dollars. Meanwhile, Yoon-hee, persuaded by her brother Lee Jung-seop—who works for the pro-North Korean organization Chongryon—boards a repatriation ship and comes to Hong Kong with him. 
This film marked a turning point in director Chung Chang-hwa’s career, leading to his recruitment to work in Hong Kong. It stars Shaw Brothers actors and singers such as Diana Chang Chung-wen, Wang Hao, and Meg Lam. Shot on location across South Korea, Hong Kong, Taiwan, and Japan, the movie has been called the "Korean 007" for its sleek fashion, luxury cars, and state-of-the-art spy gadgets like fountain pens, detectors, and miniature cameras. Namkoong Won plays the Korean James Bond role, while voluptuous actresses Chang Chung-wen and Kim Hye-jeong take on the roles of Bond girls who fall for him. With surprising plot twists, car chases, and action sequences that were considered groundbreaking at the time, the film maintains a high level of suspense throughout.
